With the recent release of OSHA's COVID-19 Vaccination and Testing Emergency Temporary Standard (ETS), many large employers may be looking at their strategy and how to align it with the ETS requirements. This survey looks at how employers are responding to the ETS requirements.

A total of 39 large employer members of Business Group on Health responded to this survey, conducted between November 19 and November 29, 2021. The purpose of this survey was to understand how employers are reacting to OSHA’s Emergency Temporary Standard (ETS) requirements and what they may be considering if the ETS is overturned by a legal challenge.

  • In order to comply with OSHA’s ETS requirements, 21% of participants reported that they have implemented, or will implement, a vaccine mandate for their employees. Fifty-six percent reported that they will encourage vaccination while allowing for testing of unvaccinated employees.
    • Among those employers with a vaccine mandate, 50% reported that they plan to alter their mandate to align with OSHA’s requirements, while another 38% will keep their mandate as is.
  • Most participants (56%) reported that unvaccinated employees will not be required to pay for their own tests.
  • Eighty-seven percent of participants will require unvaccinated employees to be tested on a weekly basis, while others selected biweekly or other timing.
