National Committee on Evidence-Based Benefit Design (NCEBBD)

Mission

To improve care quality and value by using benefit design and purchasing to encourage and reward effective care and discourage ineffective care. By linking benefit design to medical practices with demonstrated effectiveness, the NCEBBD seeks to enhance the health and quality of life of employees and their dependents and improve employers' return on benefits investment.

Objectives

The NCEBBD works to improve the value of health care spending by:
  • Creating a forum for employers, physicians, health plans, consumers, research and policy experts to advance a new framework for health care based on medical evidence.

  • Translating evidence assessments into recommendations for plan design, provider selection/reward and employee supports to reduce misuse and overuse of health care and direct spending to high-value services.

  • Developing employee communications that encourage decision-making with scientifically-based information.

  • Promoting health information technology (HIT) and primary care reforms.

  • Identifying areas for technology assessment and comparative effectiveness research.

  • Providing thoughtful guidance to the consumer-directed health plan industry in order to enhance the value of plan offerings, fine tune insured services, and help consumers maximize their health care spending.

The Committee is made up of large employers and national experts representing research, accreditation, physicians, health plans, and consumers.

Employers have four levers to encourage evidence-based medicine.

Benefit Design

Plan design encourages and rewards effective care and discourages ineffective care.

Purchasing

Provider selection and reward incorporate medical evidence standards.

Consumer Engagement

Consumers are informed about treatment options, relative risks and benefits and what to expect from health care.

Public Policy

Evidence-based medicine, patient safety, comparative effectiveness, HIT, and physician payment reform are actively promoted.
