Evidence-Based Benefits Online Toolkit and Employer Consultations
The toolkit provides a strategic checklist for getting started; benefit design and purchasing recommendations for commonly overused procedures; and links to trusted resources for employers and employees. An October 2008 webinar on the toolkit led to individual employer consultations.

Communications Online Toolkit: Using Information to Get High Quality Care
The Communications Toolkit was reintroduced in April 2009 with a more user friendly format. Employers can download and adapt materials to educate employees and link them to trusted resources.

Primary Care Work Group (PCWG)
The PCWG proposed a multi-year plan to redirect payment to primary care and core metrics against which primary care practices can be evaluated. Recently, the PCWG has focused on physician supply concerns and how employers can maximize their investments in on-site clinics, health coaches, and disease management programs by better coordinating these services with primary care in the community.

Palliative and End-of-Life Care Work Group
The Palliative and End-of-Life Care Work Group produced an end-of-life/palliative care glossary; a background piece on why employers should care about end-of-life care; and is finalizing fact sheets on advance directives and health care proxies, and benefit design options.

NCEBBD uses the following process in developing its reports:

  1. Identify common and/or costly interventions with high variation, (market demand drives utilization) or cited in literature as commonly overused.

  2. Summarize evidence from the following widely regarded sources:
    • Agency on Healthcare Research and Quality (AHRQ) Evidence-Based Practice Centers
    • AHRQ Effective Healthcare Program
    • Blue Cross and Blue Shield Association Technology Evaluation Center
    • Cochrane Collaboration
    • Clinical Evidence, British Medical Journal
    • ECRI Institute
    • Practice guidelines when necessary

  3. Translate evidence into recommendations for plan design, purchasing and member supports.

  4. Send draft report to NCEBBD members and content experts for review.

  5. Synthesize comments and finalize report.
